MANILA - Six local government units in Metro Manila are set to begin implementing the No Contact Apprehension Policy (NCAP) on October 5, following the lifting of the temporary restraining order (TRO) that had halted the implementation of the system.
San Juan, Quezon City, Manila, Parañaque, Muntinlupa, and Valenzuela are among the Metro Manila LGUs implementing the NCAP.
Metro Manila Council President and San Juan City Mayor Francis Zamora said the LGU-led NCAP will cover secondary and other roads not covered by the MMDA.
NCAP to be reimplemented in Metro Manila starting Oct. 5
He said the two programs are designed to complement, not overlap with each other.
Cameras will capture the plate numbers of vehicles with traffic violations. Through the LTO, LGUs can identify the registered owner and send the Notice of Violation to their registered address by mail.
"Through this information, susulatan po sila ng LGU's, naka-indicate po 'yung traffic violation na ginawa and photo dun nakalagay ano 'yung naging traffic violation. 'Yan ay papadala sa inyong tahanan base sa registration ng sasakyan," he said.
"Once matanggap po ninyo, you have 10 working days to contest if you feel na mali ang pagkakahuli sayo. May option ka rin to pay your fines online," he said.

Zamora said the program aims promote discipline among motorists which could also contribute to easing congestion and improving road safety.
Zamora also warned motorists to be cautious of scams involving fake NCAP notices.
“'Pag kayo po ay makatanggap ng text o email o anumang communication digitally patungkol sa supposed traffic violation, gusto ko pong sabihn sainyo na wag niyo po itong papaniwalanaan dahil there's no such Notice of Violation that will be sent through text or through email," he said.
