Marcos, Putin push for deeper cooperation between ASEAN, Russia

(UPDATED) Philippine President Ferdinand Marcos Jr. and Russian President Vladimir Putin highlighted deeper and stronger cooperation between Russia and the Association of Southeast Asian Nations (ASEAN) as two parties sign the Kazan Declaration 2026 during the ASEAN-Russia Commemorative Summit in Kazan, Russia.

In a joint statement, Putin and Marcos touted the results of the bilateral dialogues between the participants of the summit, with Putin highlighting the multifaceted cooperation between Russia and the ASEAN, as well as the Eurasian Economic Union and the Shanghai Cooperation Organization.

“I’d like to highlight as well that Russia would comprehensively continue to facilitate ASEAN states in their effort to maintain peace and stability in Southeast Asia and in a wider sense, in shaping around the Eurasian region of a robust, open and wholistic security system as well as a multifaceted cooperation to bring together different integrational processes on the continent and happening within such associations as ASEAN, Eurasian Economic Union and Shanghai Cooperation Organization,” Putin said.

Marcos, for his part, also noted the potential for enhanced cooperation in various areas as interaction between ASEAN and these organizations continue to grow.

“We also discussed developments in the wider Eurasian region and welcomed opportunities for greater engagement between the ASEAN and the Shanghai Cooperation Organization and the Eurasian Economic Union. We noted the growing interaction between ASEAN and these organizations and recognized the potential for enhanced cooperation in areas of mutual interest including economic connectivity, trade and investment, energy, agriculture, tourism, and addressing transnational challenges,” he said.

Aside from the Kazan Declaration of 2026, which outlines the areas for future cooperation between Russia and the ASEAN, other documents signed during the summit are the ASEAN-Russia Comprehensive Plan of Action 2026-2030, the Joint Statement and Concept Paper on Cultural Cooperation, and the Joint Statement and Concept Paper on Energy Cooperation. 

“Together, these documents provide a comprehensive roadmap for expanding practical cooperation and delivering tangible results and benefits to our peoples in the years to come,” Marcos said.

As the current chairman of the ASEAN, Marcos also welcomed Russia’s continued engagement with the association, as well as its support for the ASEAN.

“As ASEAN chair, the Philippines welcomes Russia’s continued engagement with ASEAN and the support for ASEAN centrality and the ASEAN-led architecture. We remain committed to ensuring that the momentum generated at the summit translates into concrete outcomes and meaningful cooperation,” he said.

“As we mark this important milestone, we look forward to working closely with Russia to further strengthen our partnership and to build a more peaceful, resilient and more prosperous future for our regions,” Marcos added.

Russia has been ASEAN’s dialogue partner since July 1991, with both parties upgrading their relations into a strategic partnership in November 2018.
