Mallie Ramirez doubled the Filipinas’ advantage in the 63rd minute, converting Megan Murray’s assist after she broke through the Hong Kong defense.
Hong Kong continued to press in the second half, but the Filipinas held their ground and refused to let them get on the score sheet.
The victory is sweeter as team captain Hali Long marked her 108th cap, leveling men's football icon Phil Younghusband.
The Filipinas now have four points to move up to second in Group G, boosting their chances of advancing to the knockout stage.
Only the top two teams in each of the three groups, along with the two best third-placed teams, move on to the quarterfinals.
