MANILA — The Philippine National Police (PNP) on Friday said it would assist local authorities as several Metro Manila cities resume the implementation of the No Contact Apprehension Policy (NCAP) next week.
PNP chief PGen. Jose Melencio Nartatez Jr. said the police organization supports lawful measures aimed at improving road discipline and traffic safety.
“The Philippine National Police respects the decision allowing the resumption of NCAP and supports lawful measures that promote road discipline, traffic safety, and efficient enforcement,” Nartatez said in a statement.
The policy is set to resume on October 5 in Manila, Quezon City, Valenzuela, Parañaque, Muntinlupa, and San Juan.

Under NCAP, traffic violations are documented through CCTV cameras, digital cameras, and other technologies, allowing authorities to apprehend violators or issue notices to motorists without stopping them on the road.
Nartatez said the PNP supports the resumption of the system after the Supreme Court cleared the way for the implementation of several local NCAP ordinances.

While the PNP is not the primary agency tasked with implementing NCAP, Nartatez said police units were instructed to assist concerned local governments when necessary.
He reminded motorists to stay informed about local traffic rules and ordinances.
Motorists who receive notices for alleged violations may use the channels provided by their respective local governments to verify, contest, or clarify the reported violations, he added.
