MANILA — Vlogger Norman Mangusin, also known as “Francis Leo Marcos,” was arrested anew on Monday over three counts of cyberlibel filed by the wife of another vlogger.
National Police Commission (Napolcom) Vice Chairperson and Executive Officer Rafael Calinisan confirmed Mangusin’s arrest, which was carried out by the Criminal Investigation and Detection Group (CIDG) in coordination with NAPOLCOM.
According to a police report, a CIDG tracker team served the warrant on Mangusin at a hotel in Parañaque City.
The warrant was issued by the Parañaque Regional Trial Court Branch 294 for three counts of libel under Article 353 of the Revised Penal Code, in relation to Section 4(c)(4) of Republic Act No. 10175 or the Cybercrime Prevention Act.
The court set bail at P30,000 for each count.
Mangusin was brought to the CIDG’s District Special Operations Unit for booking and documentation.
He remains under police custody pending the issuance of a commitment order by the court.
The CIDG said Mangusin was informed of the reason for his arrest and apprised of his constitutional rights.
The arrest came months after Mangusin was also arrested in February over multiple counts of unjust vexation.

He was then detained after failing to immediately post bail, but was later temporarily released after posting the required amount.

Mangusin’s camp has yet to issue a statement on his latest arrest.
