MANILA — Senator Erwin Tulfo asked the Civil Service Commission (CSC) how it addresses concerns over government employees being favored in appointments and promotions because of personal connections.
“What do you do sa mga empleyado natin sa gobyerno na walang kapit na walang koneksyon? Marami po akong naririnig na ganito,” Tulfo said in the Senate budget hearing of the agency on Monday.
“Yan po ang problema sa gobyerno natin. Hindi po napo-promote because walang connect,” the lawmaker added.
CSC Chairperson Atty. Marilyn Barua-Yap said that while the commission does not directly control appointments in government agencies, it has mechanisms in place to ensure that government employees meet the required qualifications.
“Hands tied kami kasi discretion po ito ng agency head kasi appointing authority sila. Pero pag dumating naman po sa amin kung yung qualifications niya talaga ay kulang, i-check po namin,” Yap told the lawmaker.
Yap also said the CSC is rolling out the modernized Human Resource Information System (HRIS), which will digitize the qualifications of government employees to promote greater transparency in appointments and promotions.

“It will (solve the problem) kasi makikita na po namin… dito actual time, they have to submit it already so yun makikita mo… Ito pala marami na pwedeng i-promote bakit hindi kayo nagpromote?,” Yap further explained.
The CSC added that government employees with similar concerns may also directly approach the agency through its public assistance program and contact centers, with confidentiality measures in place to protect employees who file complaints.
“Meron ho kaming public assistance sa program, bigay po nila sa amin yung complaint. Maganda po ang record namin doon sa contact center ng bayan at saka help desk,” Yap said.
The HRIS and the public assistance centers are among the programs included in the 2027 proposed budget for CSC and its attached agencies of P4.04 billion, which was submitted to the plenary for deliberations.
