MANILA — Valenzuela City will not be implementing the No Contact Apprehension Policy on October 5 yet, Mayor Wes Gatchalian announced Saturday.
The Supreme Court in July dismissed petitions against NCAP and lifted a temporary restraining order barring implementation.
San Juan, Quezon City, Manila, Parañaque, and Muntinlupa are among the Metro Manila LGUs implementing the NCAP, which uses cameras and is meant to prevent issues like bribery and intimidation, from Monday.
"Sa sitwasyon natin ngayon sa Valenzuela hindi pa ito ang tamang panahon para ipatupad ito," Gatchalian said.

The mayor said repairs on major roads have affected the flow of traffic in the city and the local government unit does not want add to motorists' burdens.
The city will prioritize a safe and functional traffic scheme before implementing NCAP.
