Selected local government units in Metro Manila have officially resumed or started the reimplementation of the No Contact Apprehension Policy (NCAP) this Monday, October 5, following the Supreme Court's dismissal of petitions against it.
The LGU-led NCAP covers secondary roads that the Metropolitan Manila Development Authority does not monitor.
San Juan, Quezon City, Manila, Parañaque, and Muntinlupa are among the Metro Manila LGUs implementing the NCAP, relying on camera systems to help eliminate issues regarding bribery and intimidation.
Meanwhile, Valenzuela City announced it will not implement the NCAP yet because of ongoing road repairs in the city.
In support of the rollout, the Quezon City government posted on its social media page that the policy is being reimplemented to help maintain road safety and discipline.
The post emphasized that under the expanded implementation of the NCAP, the public wins because the processes, from checking violations to paying for them, are fair, simple, and effective.
Manila Mayor Isko Moreno Domagoso also shared the same information on his social media page, notifying citizens of the scope of the policy's reimplementation.
Authorities noted that fines are standardized across all cities under the NCAP in accordance with the Metro Manila Traffic Code of 2023.
Citizens will also be informed if there is something wrong with the violation, they can file a protest online or contest using LGU portals, and violators can now pay fines easily online using the payment channels of the LGUs.
Some motorists have expressed positive reactions regarding the policy.
Delivery rider Jhumer Dela Cruz voiced cautious optimism about the rollout.
"Pabor naman ma’am. Kung okay naman sana 'yung magiging resulta kumbaga bago sana talagang magkaroon ng violation i review muna sana kung pano nagyari yun. Sana ma i review ng maayos. Okay naman basta okay lang pag implement,” he said.
Sharing a similar perspective on road compliance, motorcycle taxi rider Jeff Roque added: "Para sa safety din ng mga nag da drive yan eh kung hindi sila masusunod… Rule naman yan eh kailangan masunod."
Neither of them has had any violations under NCAP yet.
